Apportioned plates are used for interstate vehicles (power or trailer) where the vehicle fees are "apportioned" between the states the vehicle does business in.

The following plates have "APPOR. COMBINATION", red on a yellow sticker, at the bottom.  Apportioned combination means the truck-tractor and trailer combined.

1998 block "WASHINGTON":  This next redesign coincided with the modification to the passenger "EVERGREEN STATE".  The plate numbers picked up where the borderless mountain design left off.
