undated/thin dies base: In 1986, the territory removed "CANADA
1983", moved the territory name to the bottom, and added the "EXPLORE
CANADA'S ARCTIC" slogan to the top of the plate. The dies were
also changed to a thinner style. This class originally continued
the "PS" prefix, but changed to a "P" prefix in 1991.
