I'm not sure how previous or subsequent issues were (or are) handled, but the 1983 blue bar design has a small embossed "R" in the bottom left corner to indicate the plate as a replacement for a lost original plate.

1983 blue bar base:  The following design began in 1983 ("83" or "84" renewal sticker).  "83" through "86" stickers were half the size of the stickerwell on the bottom of the plate and were placed either on the left side or the right side of the stickerwell.  Starting with the "87" sticker, the sticker was the full width of the stickerwell.  The state used many different plate number formats, including "000 000", "AA 0000", "AAA 000", "A 00 000", among others.
